Duncan Friend is the Manager of e-Government Initiatives for the Kansas Secretary of State. In his 25-year career at the State of Kansas, Duncan has worked as an accountant, IT manager, and project director for statewide IT system implementations. He has also been active in records and information governance issues as a member of the State Electronic Records Committee, the Kansas State Records Board, and the State Historical Records Advisory Board. Duncan is also a part-time doctoral student at the University of Kansas School of Public Affairs and Administration where his research focuses on the forces shaping the creation and use of information in government and its impact on archives, open data, and decision-making. He serves on the advisory committee for the Educating Stewards of Public Information in the 21st Century (ESOPI-21) program at the University of North Carolina School of Information and Library Science and was recently named a Edmond J. Safra Network Fellow at Harvard University for the 2014-2015 academic year.
